Would the Phd requirement require a reform of the current academic system? Given how corrupted to the core it is?
The thing is I think technocracy will work but only in the areas of the State that need someone educated in that area. For example, it would be understandable having a doctor in the health office, or a soldier in defense office
Also, the only party that I know defend technocracy it's the mexican PRI (Partido de la Revolución Institucional, Revolutionary Institutional Party), center-right and technocrat, but one of the must corrupt political parties in the world and one that crash Mexican development

The importance placed on academics I would judge as misguided. Institutions are products of a people, it's culture and it's religion and they form as a result of their changes, not as a result of the Institution.
