Most pamphlets I see are just made out of regular paper. But it depends how much content is in the pamphlet

If you’re writing something more akin the BUF pamphlets you should have it like a book

When I think of pamphlets I just think of a paper that folds 3 times

Either way if you have ideas for content, just make a rough sketch and show me. Even paint works

Action plan is on you for now. I need to write up different action plans for different socio-political climates. Tl:dr leader has to have the brains to analyze the situation around him and pick the right operating and recruiting method

And I will write up some methods depending on from what I've seen and how you'll do.
