Because feminism has followed SJWism in getting so extreme in recent years people have a tendency to forget that not being third-wave feminist (yet) doesn't mean they aren't feminist at all.

Even with that said, they do have undercurrents of second-wave feminism with first-wave feminism being a matter of course. The main difference that makes it hard to discern from being "anti-feminist" is that, as said, the patriarchy culture is still strong.
The way I see it, the correct answer to molestation on Japanese subways shouldn't be female-only cars, the correct answer is for women to never need to use the subway at all, a la being a housewife.
