gym leaders are supposed to be type ecialists. Though I really liked the Ice and Electric gyms in diamond and pearl where they used moves of those type s but had Pokemon that weren't all that type. It made things interesting and challemnging for once and I'm ad they never went back to it.
Specializing in moves of a certain type or a particular strategy is more engaging than being all 1 type you can spam super effectivbes on as far as a boss battle goes
