I have often said that if only 75% of the adult population is eligible for a concealed carry permit based on the strictest training standard (with a "shall issue" caveat), you don't have a crime problem; You have a total societal crisis, bordering on social collapse. Even a 9Ø% eligibility rate should gravely worry you.
