It's roughly based on population, but it's degressive proportionality so Malta, Luxembourg, etc. get more MEPs per citizen than Germany or France
Sounds like how they are voted on depends on the country, the UK breaks their allotted MEPs into smaller constituencies that each get a certain number of seats voted on by proportional representation. Germany, Italy, and Poland use a more complicated system where the seats each party gets is decided at the national level but then regional votes determine where the MEPs from each party come from
