Todd Howard didnt make NV, it was a number of ex-FO2 guys iirc that split off to make obsidian

where more of the OG crowd ended up at Troika and InXile

He was still the boss...

NV should have had more dev time, but it was entertaining for what it was

he worked for the publisher, he wasnt a lead

JE Sawyer, Feargus Urqhart and Chris Avellone were among the leads, and all had fallout cred

granted Sawyer's had been on VB

fo3 was the last good one

I think looking back it was a bad idea to have obsidian make NV using the same engine beth used to make fo3

But again I'm not pouty, because I had fun with NV

I don't mind having multiple endings like some people hate. It's the consequence of having the option of being faithful to the faction of your choice
