any large-scale WMD, nuke or otherwise, is too destructive for the gov't to want to use against an insurgency.

Only China has the surveillance establishment to quell an insurgency before it gets out of their control.

USA has the tools, but not the legality to use it that way, even in practice.

@A. Spader you're right. The govt would do a lot of horrible things and they have a lot of tools to use, but they cant beat 25-50 million armed men spread across the country
