@Lord Zedd China didn't come up with a one child policy, they were just one of the latest to use it.
Its something the US has the constitutional right to declare also, if populations ever get to out of control, but that's not likely to happen, as most citizens wouldn't be happy with it. But its still an option of any government.
But when it comes to making tough decisions (real ones), very little should be off the table.
