I think they've been working on this for a while. I agree though that college should be the ones handing out the loans. It will incentivize them to make sure students learn valuble things

I don't know if declaring bankruptcy on student loans is good idea or not.
When you do it in other instances, the banks still hold/get some kind of asset. They can't really take anything from you for your education.

Yes, but the banks aren't giving unsecured loans out. They get payed from the government, which i agree with grant should be less involved. But that means it will stop giving out so many loads without some kind of value upfront (normally) from the individual.

that is only true for federal loans, not private loans.

most of student loan debt is held by those without a degree. they attended college and dropped out.
