the Mooch has disappointed me, if anything Trump should go harder, call them on their shit he should at least be at the level of Lindsay Graham (though I think he agrees with him on it just won't say it yet)
Part of me says that Trump could have crafted a more articulate response taking into consideration his authority as President, but the other part of me says that Trump did this intentionally knowing what backlash and response he would receive from the media and it's gold.

not all buildings have fire suppression systems. if the buildings were built before installation was required, then it can be very expensive to install the systems
So from the sounds of it some of them did jump out. Others tried to use the usual escapes and got trapped
There should probably be an afternoon lesson occasionally making sure people know how to use fire escapes
They knew how to use the fire escapes, but that depends on being able to reach them/them not being fucked already

As far as fire suppression system, as far as I know a lot of times old buildings are exempted from a lot of code standards because of the extreme effort it would take to make them compliant, and there are a lot of buildings in Japan that are super old.
Kyoto itself is over a thousand years old, though I don't expect that there are any still standing buildings there that are remotely that old.
Fire suppression systems would have to be grandfathered in. You'd basically only have to install one if you need to rebuild a section of the building because that new section must now be up to code.
