Union POWs testifying in the defense of their POW camp commander, Wirz, were not allowed to testify to how their commandant's efforts to improve their condition had been blocked personally by Lincoln.
He released them to travel to DC to ask him personally to allow POW transfers to alleviate strain on POW camps, and he refused.
US gov't courts blocked them from stating this
Lincoln personally ordered the end to POW exchanges to add extra strain to POW camps to drain extra resources. Despite testimony frrom POWs who said their commandant did everything he could to care for them, his policy lead to him being executed for mistreating prisoners he tried to release. Union POW camps that killled at far higher rates saw no similar actions.
