@Legalize You think mass fountain pens will fix problems. What will actually happen is corrupt businesses will learn to exploit the tax laws and the price of Fountain Pens will only go up.
Soon we'll have cheap government fountain pens that meet the standards, but they will be substandard and provide a less then evanescant writing experience.
In dingy alleys, shady characters will trade ball points or even old keyboards to get around the laws.
Your UBFP initiative may start with the best intentions but soon inkless fountain pen families will litter the streets, begging for handouts and using all manner of filthy instruments to put their ideas to paper.
