2) it's only enforced by 2 states and a city

I got a call into the State Fire Marshalls office (916.568.38ØØ), they were ways from the desk, awaiting a call back.
I just broke down and called because apparently "California residential fire extinguisher law" means OSHA to Google. 😠😠😠😠
