Assume they are the same size.
Prey species of the tiger include Manchurian wapiti, Siberian musk deer, long-tailed goral, moose, Siberian roe deer, Manchurian sika deer, wild boar, even sometimes small size Asian black bear and Ussuri brown bear.

I always wanted to see that fight in nature. I assume the Tiger would try to stalk the bear attack from behind and bite his neck. In this scenario the Tiger has the upper hand. If the bear notices the Tiger and uses his claws against him I think he has the advantage.

the bear can kill the tiger with his claws so his head can stay at a save distance and the tiger has to use his teeth for the kill so he has to expose his head

if they are the same weight the bear would be smaller I think. But I would still say that the bear has the upper hand if the tiger has to attack head on, thats just not how they hunt. that being said I dont know how much smaller the bear would be. If its small enough the Tiger would win of course.
