If you ask if I broke the vase, in each of these 3 scenarios, I can do this. I can say no, I didn't break the vase. I can say that someone you know broke that vase. I can also dodge the question by talking about how long you had that vase

The asker's intention is to reach a specific conclusion. And by not asking the correct question, the person answering can skate around it

Politicians are better at avoiding the truth than lying. That's not to say that they don't lie, because we all know they do. It is a whole lot easier to placate their base when they can honestly say that they never said a law they passed would do something they didn't like
