@grant that’s generally true about electric rates. Electric utilities in the us are typically regulated by a public service commission. The exceptions to that are electric co-ops and municipal utilities. They are regulated more locally. The cost shifting argument is generally true, but only if enough distributed solar gets added. Utilities can’t actually prevent people from putting solar on their property/rooftop, but they have a say in how connecting to the grid works. Realistically, the rate someone should be paid back by the utility aught to happen at the substation level - not at the grid level.

If you ask if I broke the vase, in each of these 3 scenarios, I can do this. I can say no, I didn't break the vase. I can say that someone you know broke that vase. I can also dodge the question by talking about how long you had that vase
