So to word this in a more Petersonian way, I would say the religion/tradition issue worked as follows
The prior system was too ordered for the people living under it, so they decided to turn more of the process over to chaos, but as always humans have this issue with moderation and now we have too much chaos. The uncertainty of the situation is unbearable, and so people are looking for easy sources of order, which inevitability leads them to tyrants with easy answers. What we need is to figure out the right amount of order to put back into the system so we can achieve equilibrium

I don't think just rebuilding the fence is the best idea. It's not going to maintain social cohesion
