As far as I'm aware they've been accepted into orphanages.

I'll compromise to allowing orphanages for those of dead parents

@codrod they had a set of tax incentives and loan guarantee/forgiveness programs around family formation.
Orphans were almost always from the dead, the ideology doesn't have much forgiveness for the abandonment of your children.
