again biggest issue is implementation
reason arm is better for low powered is most of the implementations so far have been for low powered applications
while x86 implementations are largely focused on servers/sometimes laptops
you have seen some very low powered x86 stuff though
e.g the asus x86 zen phone
So x86 is generally better though less developed in low power applications than ARM, do I get that right? @bentech
