Create the ministry of demographic planning.
Anyone who want's to have a child file's a request for reproduction with the ministry. These just get rubberstamped for now as we don't have any serious overpopulation issues.
However, in case of an unplanned pregnancy we have to take action. If we don't demographics could spiral out of control. Further more, reproduction without planning just isn't proper. The child isn't guilty of it's own existence, obviously. However, we must keep the numbers on our spreadsheets nicely balanced. Therefore the ministry will abort a parent instead.
