Placed the miscellaneous channels in a group but left permissions the same

Renamed 'No Longer Superjanitor' to 'Special Permissions. Removed the role from @Glych .

altered the colors a bit more to make the purple one brighter; also figured out a way to make the basement color poop-brown.

I can change this back if you guys want, but I noticed that the liberalist-est polling booth looks sort of forgotten where it was, and that it was nowhere NEAR the liberalist-est bulletin board, etc. SO, I made an Announcements category right below the general one for things that are important information that actually changes, whereas the stuff in general should stay the same unless something really big happens (which would be announced in ANNOUNCEMENTS). Made sense in my head, idk.

Also put the ongoing-organizational-proposals in there as well as the mod applications because applications are a temporary thing, and ongoing proposals are a lot like announcements.

Question though: is there a way to have a channel that isn't inside a category without putting the basement all the way at the top? Because the only way I can get the basement to not be a category is to put it at the top of the whole stack, which I did, but I would much prefer it to be at the bottom
