Versailles was toilet paper after the first annexation, then there was 3 more and only on the 5th attempt did Britain finally decide that Versailles was worth something, and did their job.

The US never would've had a need to go to war without the UK fighting though.
A lot of the push for the US to enter the war was due to them selling equipment to Britain and u-boats sinking their supply ships.
