Things I think are critical.
1. The drill can maintain no redundancy, in other words, you need a buddy to create a scenario of which you don't know the details in order to practice quick and critical assessment. And he needs to change it up, nearly every time.
2. The "threat" doesn't always look obvious, so it needs a changing and realistic representation. If you are identifying by seeing a "gun", you could shoot your buddy if that's all you look for. There has to be more a more subtle variance to identifying threats in these drills.
3. The targets shouldn't be evenly spaced from your firing point, as this does not lend itself to practical situations. Real life is complex and the drills ought not to be so simple.
One of the better ones was a drill where there are several targets in a busy (lots of cover and obstacles) range setting, and there is a guide who walks the shooter with his eyes closed through the range, then calls contact in a certain direction. The shooter opened his eyes, identified the target while drawing and presenting his weapon, carried out his shots, then holstered and closed his eyes again. Rinse and repeat while walking through the environment.
One option is colored dots and calling specific colors

Lucas B uses one where chests and heads have spray painted white numbers, but that is too flat-range set to be practical

The color dots are small enough to be hidden and if you get called a color that isn’t there your eyes and brain are going to have to work
If you want to actually test shit like that you need to do force on force. Poor mans UTM would be to grab an airsoft gun and some buddies.

Live fire? A bunch of rotating target stands, spray paint a gun on some of the cardboard outlines
That'a gonna be a pain in the dick to reset and configure every string though
That's why I think you need a buddy to rearrange it when you aren't looking, then run it again

Tbh you might as well just play airsoft if you want to work on PID, but in my experience between airshit and paintball PID is piss easy, you never really have the stress required that is present in live-fire or sim training situations
Even then you should rarely be in a situation where your guys are looking aggressive towards you
PID is easy for airsoft just shoot anyone who looks or moves in your direction
More or less, which is why it notionally works as a training aide but realistically doesn’t mimic what you see in reel gunfighter scenarios
I’m not saying to play airsoft for training. I’m saying you could utilize airsoft guns to create your own force on force scenarios
Simmunitions are a poor replacement for live ammo, and airsoft is a poor replacement for simmunitions, but you can work within your constraints to get some worthwhile training value from it
