Is retention an issue with over clothes wrap around belts? I feel like I will have issues with the belt sliding up around my torso. HSGI operator belt looks like a good option and maybe I will get that with the velcro belt loop inner belt?

You're supposed to tighten the belt around your neck

Two piece belts have an inner and outer belt. Inner belt usually has female velcro on the inside and loops through your pants. Outer belt has molle and has male velcro on the inside. They attach to each other and are secured where you'd normally wear a belt. They don't slide around like padded belts.
