Man you should better study Russian history as example there were democrats like Radishev, Herzen, Belinsky, Dobrolubov, Chernyshevskiy, decembrists, narodniks which struggled against czarism and were democrats even more radical then Western democrats. Russians not slaves as Cold War propoganda showed us. Yes we had hundreds of years of slavery, tyranny but there were democratic elements which resisted to this.
Yes but did the majority believe in democracy? Did the majority care? Was it in their culture? No.
Thankfully to Revolution now Russia not in major peasant country like was in XIX when was spread general fear on Russians in Europe. Victory of reaction in Europe, supressing of revolutions in XIX century wasn't even for Russian interests, I mean majority of Russians not noblemen and burocrats.
