Constantine and Justinian are Saints because of their Orthodoxy and love of God and the Church. Constantine ending the persecution of Christians with the Edict of Milan and incorporated Christians into his court, helped the Church end disputes and expelled heresy with Nicene Council, and eventually became the first Emperor to be baptised as a Christian. Justinian rooted at the Pagans within the Empire, expelled the reminent heretics in North Africa, dedicated huge sums of money for the construction of Churches and Aquaducts across the Empire (That helped the poor and provided beauty and stability)
