So neither of us can truly know that they won't cure everyone. But my bet is that they can. And I believe they can truly treat a shooter or someone who did horrible crimes in the future.

You're speaking too generally. I don't believe those with untreatable mental illness can be treated. You can't magically rewire a persons brain to fit a certain criteria of treatment. Just as there are treatment-resistant strains of physiological illness, so to are there treatment-resistant strains of mental illness.
