And tactical nukes, yes.
Using nukes doesn't automatically mean global annihilation.
They're a strategic weapon, just like anything else.

If they're smart, they will target the capitol along with strategic assets.

Once large explosion in the sky can drop those nukes if the come at the same time.
There aren't any practical means of defending from a a nuclear attack though.
