This phenomenon exists, but you also can't support more people than your production. This is why the populations for Europe boomed with the industrial revolution, and after Europeans brought this technology to Africa, their populations boomed, too.
As it is, African doesn't produce enough food to sustain its population, which is why they are reliant on foreign aid, which is why they would starve without it, reducing the population.

They'd take a much smaller hit than Africa, since they produce more of their own food themselves, and are capable of producing more of their own food themselves. Furthermore, when they get food from other countries, they trade for it, they don't get it in free aid.
