This phenomenon exists, but you also can't support more people than your production. This is why the populations for Europe boomed with the industrial revolution, and after Europeans brought this technology to Africa, their populations boomed, too.
As it is, African doesn't produce enough food to sustain its population, which is why they are reliant on foreign aid, which is why they would starve without it, reducing the population.

By no trade being allowed, I mean that no trade would be allowed. No one from the outside would trade with Africa, they'd have to fend for themselves.
