There are small settlements dotted across all of Russia, even the most inhospitable parts (one of the most famous monasteries of tsarist Russia was on a barren island above the Arctic circle--you can live anywhere if you're determined enough).

Having said that, roughly 15% of Russia's landmass is tundra--permanently frozen, mostly treeless land that is not productive for agriculture or any economic activity. Roughly another third is boggy tundra, where you can live, but it's hard to grow anything. Very few people live here, with the exception of some towns built around resource extraction (such as Norilsk, the largest city in the world above the Arctic Circle, pop. 100,000, which sits on a huge nickel deposit).

The rest of Russia ranges in population density in a pattern similar to the United States--agricultural areas that are thinly populated, but where you're never that far from a town or a paved road, up to large cities.

So if you're looking for a simple answer to your question, I'd say about 50-55% of Russia is essentially uninhabited.

Bonus fact: the reason Siberia is so thinly populated isn't (just) that it's cold, it's that it's swampy. The reason it's swampy is that the main rivers of Siberia flow north. Because they flow north, their outlets to the sea freeze first and thaw last. As a result, Siberia, which is very flat, has floods and seepage twice per year, as water flows downstream only to back up behind ice further north
