it's subjective to a degree
different people are offended in different ways by different things
but there is a general consensus that it is the deliberate use of terms known to cause offence to someone
Hate speech is dialogue that threatens to endanger the physical well-being of another individual
Becoming aggrieved by contumely should not be categorised as hate speech.
But then again, this is my interpretation. Countries have laws which define 'hate speech', all with varying elucidations.
For example, what really is anti-Semitism?
Criticizing Israel in any way?
Criticizing Jewish people at all?
Why would that be legislated into law in places like Germany?
The government along with the will of the people should be the judge of when that abuse occurs

The state decides what hate speech is.
^This is not an issue for corporations to be involved who are not capable of making judgments free of economic bias.
I do agree, the meaning of anti-Semitism is rather vague. With criticisms of distasteful Jewish practises or the abhorrent actions of the state of Israel being brushed aside as 'xenophobia' or 'anti-Semitism'.
Places like Germany are unique due to historical events.
