He was the only one to organize a party to go back to look for swimmers. Unfortunately, he left it too late.
lifeboats were lowered with less people in them
did he intend to kill people? no.
was it malicious? no
Lightoller was following the captain's orders. If you're gonna blame anyone, blame Smith, who froze when he should have been proactive.
And he wasn't the only one who was under-filling the lifeboats.
