I don't know if it was a coordinate effort by anyone, but it's certainly a gold mine for the media, its heads, and the Democratic candidates. It provides talking points and political activism that would further their agenda of demonizing gun owners and organizations, and pull attention away from other real things going on in the country (i.e. Epstein, as Pepe already mentioned).

I think it's a converted effort from the Anti Gun lobby to organize, or at least blow out of proportion, these latest mass shootings in order to try to win over the American people on guns. A United Balkan Confederation, the entirety of the balkans, and id reform it through reforming Yugoslavia then invading Albania, then a forceful annexation of Greece, an invasion of Bulgaria. Romania would not be taken because it would be too difficult to occupy completely and the forces would be weakened.
I would probably pick a tropical area either an island or a coast depending on necessity of size. A lot of people complain about humidity but they never really get above 100 degrees or freezing
