Reeducate/rehabilitate those who pose low risks to the society. Make the rest work. If what they did was especially bad, execution.

As in my proposal, I think the punishment should fit the crime. Those who have a high likelihood to commit crime again/commit a very terrible crime (like molesting a child) should be used for human experimentation where as someone who pulled a peewee herman needs psychological treatment.
