A fascist can't be a technocrat because technocracy implies you only need to be strong in one area to lead. Fascism is about natural law, which dictates that the strongest will always rule when nothing is interfered with; and being the strongest requires being strong at all relevant areas, not just being skilled at your labor but also your morals, intelligence, values, etc.
