Specialists represent good ideas. They are skilled, so they know what works and what doesn't. If you're a populist then you can have people vote on a list of candidates if you really want.

A fascist can't be a technocrat because technocracy implies you only need to be strong in one area to lead. Fascism is about natural law, which dictates that the strongest will always rule when nothing is interfered with; and being the strongest requires being strong at all relevant areas, not just being skilled at your labor but also your morals, intelligence, values, etc.
