I believe that if the investigation came to ultimately nothing or became a deadlock before the elections, it could definitely be used as leverage against the incumbent Democratic Party within the US government.

Specifically, Trump, and not just him, can use it as a catalyst to influence public opinion that the Democrats have led a four year-long investigation, with so much money, so much time, and so much effort, that has provided no proof nor any feasible results. It can most certainly be used as a political weapon for the upcoming elections.
