It doesn't reduce their power whatsoever as they could still have ultimate temporal power. In addition if the religion is state mandated usually the executive is viewed as god's servant or something
if the religion is its own entity then the sovereign remains the de facto ruler
Or operating "under the grace of" said de facto ruler
Ideally the sovereign should be the head of a cult within said pantheistic faith
and beyond that, a myriad of other gods/goddesses should exist to ensure continuity from one ruler to the next

Further, a pantheistic faith enables other pantheists to more effectively integrate if they desire to

Agnosticism, atheism, and any religion should be allowed
But a greater emphasis upon the state's pantheon
Likewise, this pantheon shouldn't be discriminatory, but generally unifying
The state can't be used as a symbol or tool for unification if the church exists in the totalitarian dystopias everyone in this server wants
