Executive orders are not wishes from fucking genies. They can’t do anything and everything. Why does nobody understand this??? You can’t just wave a magical fucking wand and have the budget and the law do whatever you want. The court system can and will block every single finger twitch you make if they want to.

It’s not as simple as that. It never is. The number of circuits and appeals it needs to go through to reach the Supreme Court is massive, and even then someone can open a separate lawsuit with a favorable judge and freeze it all over again,
