Eventually the dwemer went extinct and all that was left were the falmer, the poisoned inbred survivors of the snow elves
Kahjit are OP early game because they're claws do a base damage of 30

the dwemer were the ones messing with the heart, they enslaved the snow elves after they fled from the ancient nords @Maksim
Meaning right from the start you have the same damage as a mid-game glass sword

Last 2 snow elves were Auriel and his brother
During the task for auriels bow Auriel asks you to kill his brother because he was corrupted by the falmer
So once you complete that there's only 1 snow elf remaining
However, it's noted the falmer have gotten smarter over generations so there is {some} hope they may "re-evolve" over several hundred years

Skyrim is a good RPG but the combat difficulty scale is done poorly. All Legendary difficulty does is turn enemies into bullet sponges which removes the immersion.
