Obviously if you have a deviant sexuality that's a mental issue, can't arrest you for thought crime, but people can absolutely be punished for what they do and it would deter others from following suit
I'd allow most vices and immoral behaviors, but I'd keep them contained to physical places that are out of the way and licensed
I think we should have some mercy on those who have such mental issues and want help. We should treat them like conventional patients with a physical ailment and simply do whatever we can to help so they can be rid of it
So brothels where people can buy what they like and use it, or whatever

The idea is that you steal the underground market by licensing a select number of higher class establishments

If you ban it completely, it'll happen under your nose and you won't be able to control it. You don't get to control where it is or who gets to it.
this idea hearkens back to libertarians claiming that banning drugs increases drug use which is demonstrably false
If you permit some out of the way establishments to operate, with licenses and regulation, people can do their things out of the way and not expose kids to it.

Some things are worth banning, and other things aren't worth it.

So if you can get less prostitution, and control the remainder why not do that?

Because prostitution is different from murder and theft
It's sex for cash. It's victimless crime. It's not healthy for society, but if you can control it and limit it to out of the way establishments, all the better
look incentives work. If you want less prostitution punish those involved in it

have confidence in what you believe, if you believe prostitution is bad for society, do what must be done for the good of society
