As always, such discussions are very contextual, but I would say that an intervention is justified when it: 1. It is a retaliation. 2. It is aimed at preventing the production of nukes 3. It is aimed at supporting an ally that got attacked. I don't think it is justified for economic reasons and I don't think it is justified for "spreading the democracy" (exp not in the middle east or in africa)
