Sometimes a nation can’t fair on its own
Having the bare minimum to sustain your own people does not disqualify you from helping others, and rather it gives more individual countries the autonomy to help that single country on their own

Your issue is with closed economies. But why do you want economies to be forced to share with others, rather than have virtuous peoples that want to share on their own?
