Keep in mind that most develop governments are heavily bought and paid for by the very same corporations causing the Garbage Patch. So they effectively block funding for projects like the one you've heard of.

well the idea is that the garbage flows with the current which goes around all the oceans, which is why it's a patch, so if you have the structure in one or two sectons, wouldn't that make a bigger difference then nothing?

Global warming predictions in the early 90s were adamant that the Earth was going to be uninhabitable by 2020 with sea levels high enough to wipe out most coastal cities in the world wiped out by sea level rise. It's 2017 and that's not even close to happening.

Sea levels are not rising, they've actually gone down slightly.
Ice caps and glaciers are not shrinking, they're growing.
Temperatures have not increased, at all, they've gone down.
Carbon dioxide levels are not at record highs in Earth's history. While currently they are rising, they are actually really low in term's of Earth's climate history.
Carbon dioxide does not act with a net warming effect on planets with an active biosphere. It increases plant growth which converts a lot more solar energy into chemical energy resulting in a net decrease in temperature.
We are not experiencing an increase in dangerous hurricanes, we're experiencing modest decrease.
We're not experiencing unsual droughts, we're experierncing normal droughts that affected areas have always periodically had. They just have people stupidly living there now.
