well the idea is that the garbage flows with the current which goes around all the oceans, which is why it's a patch, so if you have the structure in one or two sectons, wouldn't that make a bigger difference then nothing?

The patch is enormous and the plastic has broken down so small that it'd take an astronomical level of effort to deal with.

But if we were, say, as determined to do it as we were to get to the moon, we'd be able to do it within a decade.

And that makes it a problem to deal with.
