Personally i live in a one family suburb house that is split on 3 families which is appearently fully legal here

my american version of a suburb is a big complex set as a large housing district
there are neiborhoods and suburbs
suburbs are more comercial
Anyways a code is when a buncha people write a “plan” for the city, and they basically draw up regions that can be residential, commercial industrial, and it defines the type of buildings and facilities that can exist in a “zone”

Ah i view suburbs as like independent towns that merge into with the city

And neighborhoods as strips of land where houses are
in alot of the big cities of us, you have a big central hub, maybe with a few apartments littered in, and then it slowly gets smaller as you go out, and eventually you get to housing distritcs outside of the city
but either way having designated large comercial districts is more productive and beneficial then having nothing but corner stores
and from what ive heard having districting can make tax shit easier
We have central hubs but industrial areas are a bit scattered, and its not unusual to see high rise apartments next to small houses

and it makes city expansion and stuff easier
I think it depends
I like to plan for non auto dependency, so my ideal city would be like you would only need to walk a mile to get to the grocery store, public transport or similar

and most medium or smaller cities have that kinda thing
While less used things such as specific stores, hospitals and the like can be more located near the hub
