that's common outside the states. i went to worlds and visited the FLL competition and there were a lot of foreign teams with teenagers

the principal asked a few kids if they wanted to try, then we spent like 6 meetings goofing around with legos and trying to program the electronic part we were adding to them and then went to a competition where we were completely annihilated, but was still pretty fun

Basically it's when certain sets of federal workers have their pay suspended and services shut down due to things not getting resolved in Congress, from my understanding

In a general sense I'd say that shutdowns are not good because they seem to have come from unwillingness for people to cooperate and in the meantime several peoples' jobs are negatively affected, and their livelihoods in turn
