Tbh I didn't really think about it until you pointed it out but now that I think about it in pretty much every picture of Nicholas II (except when he wore casual clothing at his properties) he wears the same thing

Even Wilhelm looks similar to them

The only way you can tell is how he styled his hair and moustache
